When a new data center is proposed, it's natural for communities to have questions. In this interview, Patmos CEO John Johnson discusses why our Technology Campuses are planned differently, with a focus on responsible development, long-term partnerships, and creating meaningful opportunities for your community.

What is the Patmos Technology Campus in Independence?

We are retrofitting an existing building into a mixed-use Technology Campus. It includes a data hall (advanced computing resources) on one side of the building alongside flexible space for existing and future technology-focused and community tenants. We selected this specific building (A2 / 2500 South Little Blue Parkway) because it already houses two technology-adjacent non-profit tenants: Community Services League and Fort Connect (a program serving Fort Osage High School students who learn best through discovery learning). We plan to expand space for these organizations as part of our long-term ownership. We call it a Technology Campus — not a traditional data center — because it is a multi-use retrofit that delivers higher economic input and jobs while keeping the external footprint minimal and blending into the community.

Where exactly is the facility located? Is this a new build?

The campus is at 2500 South Little Blue Parkway (part of the Eastgate development) in an existing building constructed in 2024. We are not building new. We are performing a tenant finish / retrofit on a standing building that already has power and water hookups. This approach avoids disrupting farmland or undeveloped land and allows us to activate underutilized space with higher economic contribution while keeping the external appearance largely the same.

What is the timeline & status of permits?

We have submitted and paid for the necessary permits that are undergoing the standard review process with the planning department of the city. The project is moving forward on the timeline that works best for the community and infrastructure. Construction/fit-out for the initial phase is targeted at approximately 5–6 months. Permit issuance is the main variable.

How this is different & our approach

What is your affiliation with Nebius? Is this their project?

Nebius is the anchor tenant in our flagship mixed-use AI campus in downtown Kansas City (the former Kansas City Star building at McGee Street — a 25 MW retrofit of an abandoned building). We are proud of that partnership; they were our first major client in the U.S. Nebius has no involvement in the Independence project. Our Independence campus is at a much smaller scale and follows our core model: retrofitting existing buildings, mixed-use, minimal new resource demand, and long-term community integration. The project at 2500 South Little Blue Parkway is ours.

How is this different from the large data centers people are concerned about?

Traditional large-scale data centers often involve new construction on undeveloped land, major new utility demands, visible

industrial infrastructure, and significant external impact. Our model is deliberately different:

  • Existing building retrofit — No new land development or farmland impact. The building is already standing.

  • Mixed-use — Data hall + existing non-profit tenants: Community Services League and Fort Connect (a program serving Fort Osage High School students who learn best through discovery learning), with plans to expand their space.

  • Minimal external change — The front of the building will look similar to how it does today. We will be adding a screened in equipment yard behind the building away from Little Blue Parkway.

  • Grid power with paid upgrades — We prefer and are coordinating with IPL/city for grid power. Patmos will pay for needed infrastructure upgrades and transmission improvements. We will not use generators as primary power — only backup in outages, and they are muffled.

  • Low water impact — We use closed loop liquid cooling systems for our secondary and tertiary loops. Our primary loop does use minimal evaporative cooling that will use less than ~10,000 gallons per day at 17.5 MW. The system will need a one time charge to fill of approximately 160,000 gallons.

  • Quiet operations — Chillers located inside with sound attenuation (inaudible from outside). Backup generators muffled to ~93.6 dB at 23 feet (comparable to a riding lawnmower) and placed such that they are not audible from nearby residential areas due to distance and topography. Testing only during business hours after school.

Power, water, & infrastructure

What power capacity are you planning? Will you strain the grid or use generators as primary power?

Short-term (initial phase): Up to 17.5 MW via the IPL grid, which can generate meaningful revenue for IPL (on the order of $1 million per month at full utilization of this phase). Long-term/full build-out: The building can support up to approximately 40 MW of IT load (~52 MW total including overhead). We are actively coordinating with the city and IPL on infrastructure upgrades. Patmos will pay for the needed upgrades. We strongly prefer grid power and will pursue that path. Generators (diesel backup) are for emergency use only during grid outages. They are already purchased with mufflers and sound attenuation and will be used only for backup and limited monthly testing during business hours.

What about water usage and cooling? Will it burden city resources?

At the short-term 17.5 MW level, active water use is less than ~10,000 gallons per day. Secondary loops are closed systems (water and a propylene glycol refrigerant) that do not discharge routinely. Water is sampled and maintained; any incident discharge would be handled as hazardous waste by a licensed contractor, not into the sewer. Overall impact is minimal by design.

Jobs, economic impact, & long-term commitment

Will this create good, lasting jobs? What economic benefits for Independence?

Yes — net new, high-quality, persistent jobs and significant ongoing economic contribution:

  • Onsite Patmos roles (~10 infrastructure engineers initially): Starting salaries $80–90k; senior engineers and site managers $125k–$175k+. Physically based in Independence.

  • Contracted long-term roles: 24/7 security and ongoing mechanical/electrical service contracts. These bring recurring spend back into the local economy (typically ~3% of investment annually).

  • Construction phase: Union labor (Mark One electrical, Design Mechanical mechanical). Of the $100M+ investment for the initial phase, a substantial portion (~$60M) is upfront labor.

  • Company-wide: Patmos has ~65 employees nationally (~half in the Kansas City area), all U.S.-based W-2 employees. We are one of the first employee-owned companies in our industry. Vast majority of construction labor is union.

  • City revenue: Grid usage generates direct revenue for IPL. We pay full tariffs plus upgrades and have offered additional support for capacity reserves. We are not pursuing any local subsidies or tax abatements.

These are not temporary or shuffled jobs — they are net new roles tied to a long-term, stable facility with committed anchor tenancy. We have already seen employees relocate to the Kansas City area to raise families here.

Who is the anchor tenant? How do we know this is stable long-term?

We have a committed anchor tenant: a recognizable, homegrown U.S.-based internet infrastructure company with a long-term agreement. We cannot name them publicly yet, but they are mission-aligned (free and open internet focus) and excited about our multi-use retrofit model. We only develop when we have creditworthy, committed tenants upfront. This protects the community from speculative or boom-and-bust outcomes. Our philosophy is simple: earn it, don’t raise it; he who pays rules. We are privately owned, bootstrapped, careful with capital, and are one of the first employee-owned companies in our industry.

Our values, privacy & community engagement

What is Patmos’s stance on surveillance, Flock cameras, and privacy?

Zero affiliation with Flock cameras, mass surveillance, or AWS in that context. We are not a surveillance facility by design. We are not FedRAMP certified and do not take federal government contracts that involve privacy or sovereignty risks. We firmly reject any customer or partnership that threatens data privacy, security, or censorship resistance. Patmos was founded as the “anti-data center” company in the respects communities care about: we prioritize free speech, data privacy, and censorship resistance. If the city or community wants to push back against intrusive surveillance policies, we will stand with you.

Why did you hold this town hall? How does Patmos engage with communities?

Because it is core to who we are. Patmos exists so that technology serves humans, not the other way around. We are a free-speech-oriented, Missouri-headquartered, U.S.-based company that puts faces to names and listens. We understand national concerns about data-center-style projects and wanted to address them directly, honestly, and constructively. The short-notice webinar was not ideal, but we moved quickly after hearing feedback from earlier public meetings.
